Last I checked al qaeda doesn't have nuclear weapons, or honestly I believe they would.
Why do you think we're so concerned about Iran developing them? The soviets didn't use them on us b/c they knew they'd be obliterated in turn...what's to stop these people if they're WILLING and ready to die anyway?
