So how would this effect the rates we sell? If you sell a high rate you will not be compensated by the bank. Wouldnt lo's just strat selling par rates to the public?

Yes it would. After thinking about it last night. It will never ever happen. Just something Hiliary is doing to try and make like she is protecting the little people.
