Please, I am not sure wtf else to do. :plead
I have switched up my cardio, cut carbs, and NOTHING is coming off. I only have 10 more lbs to go until I am at my goal weight.

start eating carbs but only eat sweet potatoes have half with ur first 3 meals of the day

Its hard to gauge, can you post your routine and your average day of food etc?
I think i can def help you out, but you have to give more details.

workout intervals , frequencies , excersices

A weight loss program is really a misnomer. Five pounds of muscle burns about 250 additional calories each day.

My day consists of this:
Get up at 5:30 am, go to the gym (5 days a week)
30-40 mins of cardio. Either eliptical, treadmill (Fast walk), or 15-15-15 on 3 different machines
I really do not have set "training" routine. I am not sure "how" to work out per se.
I am following Weight Watchers, but cut alot of bad carbs. I eat about 1300-1500 calories a day. Chicken, Fish, tons of veggies.
I do not eat junk, or snacks.
I drink 2 liters of water a day, and a couple of cups of green tea.
I am probably doing it all wrong and really need some help :shuffle

Keep building up speed and incline on the treadmill. Are you doing the stairs? If not start doing them for 10-15 mins after your cardio. If you have an extra $100 get a good heartrate monitor and work out no lower than 170. I'm usually in the 180-190 range. You might feel like you want to die but it works!

calories are a unit of energy taken in/burned you get calories from fat/protein/carbohydrate sources...
if you are using energy to do something you are burning calories...optimally you want your body to use its own fat storage for energy...

I warm up to it and cool down, my average hr per cardio session is usually in the 170-180 depending on how much effort I can give that day. I think I have a high heart rate naturally though or just really out of shape!
You burn more fat calories and more calories total. The percentage of fat calories is lower but your total calories burned that the percentage is coming from is much higher so it makes up the difference. I burn 100-110 calories per 10 mins at that rate. Someone heavier or taller than me (5'0 118) would burn even more. If you're eating right your body is going to have to take the energy from stored fat.

youll be fine its all mental.
seems like you gotta get more actual lifting weights into your routine theres only so much cardio stuff will do, without the synthesis of solid muscle your body will always burn and need the same amount of calories so you will go in a circle often.
Talk to Cher she really knows her stuff.
start off slow, rome aint built in a day with cardio. don't run till you pass out. run a little bit more each time.
